To provide a cleaning device capable of eliminating failure caused by the uneven distribution of powder for damming due to the position of a cleaning blade by preventing the flocculation of the powder for damming and/or moderating the uneven distribution, an image forming apparatus using the cleaning device and developer suitably used for the image forming apparatus.
The cleaning device is constituted to remove residual toner on the surface of a cleaning object 20 by making the edge of the cleaning blade 102 abut on the surface of the object 20 to which the residual toner adheres. A powder supply means for supplying the powder for damming 110 capable of damming the residual toner and 2nd powder electrified to have a reverse polarity to the powder 110 and having larger particle size than the powder 110 is provided on the surface of the object 20, and also the supplied powder 110 is accumulated and held on the edge of the blade 102.
