To efficiently perform management for allowing a specific user to utilize a regular application program using a sub-communication system only for a specific period, in a terminal device which is provided with two communication systems, i.e. a main communication system and the sub-communication system.

In the case of starting the program AP1 in an application execution part 230, a 2nd key KEY2 is generated by applying the program LG2 to the 1st key KEY1 and a count value of the number of starts, and is collated with the 2nd key KEY2 generated by the application authentication part 220.
