The compaction pressing force Ru of the subaqueous mound M, which is exerted by a motion of a vibratory hammer 16 of the sand pile driving vessel 10, is obtained as needed, in an arithmetic unit 54, in consideration for the weight of a system (a sand pile driving hollow pipe 12 and a tamper 14) driven by the vibratory hammer 16, the output (a current value and/or a voltage value) of an electric motor 46 for driving the vibratory hammer 16, and a driving speed of the tamper 14. The compaction pressing force Ru is properly controlled by an operator's judgement or automatic control. Thus, the compaction pressing force Ru applied to the subaqueous mound M is optimized all over the subaqueous mound M.
