The content transmission device 1 receives service request data which become a transmission request of contents from a content receiving device, creates usage attribute information which shows usage of what content is permitted based on the attribute information of the user, and transmits the content when it is discriminated to permit the usage based on the usage attribute information and usage level information which shows that usage of each content is permitted to a user of what usage attribute, and is characterized to be provided with a content memory means 46, a user information memory means 25, a content attribute memory means 44, a usage request reception processing means (a content request data receiving means) 42, a usage level discrimination means (a permission level information acquisition means) 43, a content selection means (a content usage permission means) 45, and a content transmission means 47.
