To reduce the degradation of transmission characteristic in a system which eases a protocol prescribed time as it performs radio communication.
A radio terminal station notifies a radio base station of information needed to calculate throughput, and the radio base station calculates throughput on the basis of the information, calculates reference throughput on the basis of a transmission rate and reference protocol prescribed time, calculates a degradation amount of throughput on the basis of the throughput and the reference throughput, and then determines on the basis of received power and the degradation amount whether the protocol prescribed time should be changed. When the received power is equal to or greater than minimum reception sensitivity and the degradation amount is equal to or less than a threshold, the radio base station changes the protocol prescribed time and a duration calculation method and notifies the radio terminal station of the changed protocol prescribed time and duration calculation method. The radio terminal station has the protocol prescribed time and the duration calculation method notified by the radio base station reflected in the local device.
