The device 54 for calculating the number of strokes calculates a cutting load on the basis of a cutting condition and a workpiece parameter, calculates the number S1 of strokes of a main shaft by which an effective torque based on the cutting load and rated torque of a rocking rotation motor are made to be a nearly same degree and the number S2 of strokes of a main shaft by which the maximum load torque based on the cutting load and the maximum torque of the rocking rotation motor are made to be a nearly the same degree and determines the lower value of the number S1 of strokes and the number S2 of strokes as the number of strokes of the main shaft.
