Respective broadcasting apparatuses 120-12N receive the distribution of a digital broadcasting signals via a network NET for sending toward a control area by radio waves having mutually the same frequency. In this case, when a signal sent from a plurality of broadcasting apparatuses enters an area, an interference trouble occurs and reception is disabled if a deviation of not less than a fixed value occurs. Therefore, a monitoring device 13 is provided in the area for receiving the radio waves from the plurality of broadcasting apparatuses to monitor the reception state, and the output power of the radio waves, output timing, or the like is controlled so that the reception state becomes appropriate to the broadcasting apparatus of the transmission source of the received radio waves.
