To provide a dissolving device, performing favorable dissolution and improving the work efficiency in manufacturing a solution.
This dissolving device includes: a holding means for holding a container storing contents composed of powder or granulated material inside and having an opening part at one end; a filler port liquid-tightly connected to the opening part of the container held by the holding means to pour a dissolving liquid for dissolving the contents; and a connecting means 16 having a delivery opening for delivering the solution in the container. With the opening part directed substantially upward, the contents is dissolved by the connecting means 16, and the dissolving device includes a reversing means for turning the holding means until the opening part of the container is directed substantially downward, and turning the holding means to return the container to the initial state while keeping the connection to the opening part of the container by the connecting means 16 after the solution in the container is discharged from the discharge opening.
