A dot separation section 111 comprises a line detection means 111a that detects line parts of characters, a dot detection means 111b that detects dots or inter-dot gap, and a dot area detection means 111c that detects a dot area based on the result of detection by the line detection means 111a and the dot detection means 111b. Thus, by using extreme point pixel information and linear position information for a discrimination material of detecting the dot area, the dot part and the character part can accurately be separated even when the discrimination of the dot area/non-dot area is locally difficult.
