To provide a drilling device and a steel-pipe pile forming device requiring no large-scale device, surely transmitting the revolving torque of a steel pipe to an excavating member and surely starting the rotation of the excavating member when the excavating member reaches a desired place.
The drilling device 1 has the steel pipe 2 and a bucket 4, and the revolving torque of the steel pipe 2 is transmitted to the bucket 4 through a revolving-torque transmission mechanism 5. The transmission mechanism 5 is mounted on projections 21 formed to the steel pipe 2 and the bucket 4, and has pins 22 forward moved and retracted along the radial direction of the steel pipe 2. The pins 22 are pushed by the projections 21 by rotating the steel pipe 2 under the state, in which the pins 22 advance, and the rotation of the steel pipe 2 is transmitted to cutters 3 fitted to the bucket 4. Stoppers 18 are secured to the steel pipe 2, and the pins 22 are moved forward to the outside in the radial direction of the steel pipe 2 by inhibiting the lowering of the bucket 4 by the stoppers 18 when the bucket 4 is lowered.
