To provide an electrifying member excellent in durability and capable of achieving performance stable over a long term without the deterioration of performance caused by the adhesion of toner.

This member is provided with an elastic layer 3 and an outer layer 4 consisting of one or plural layers formed outside of the layer 3 directly or through other layer. When it is assumed that universal hardness in depth equivalent to the thickness of the layer 4 is H1 and the universal hardness in depth ten times as large as in the case of H1 is H2, (H1/H2)<50 is satisfied. Thus, the universal hardness of the surface of the electrifying member is optimized and the deterioration of the electrification performance is prevented.
