A pair of main coils 1 (1a, 1b) is wound around one magnetic core that crosses each other and forms a cross-shape magnetic circuit opposingly on a coaxial line. Each of control coils 2 (2a, 2b, 2c, 2d) is wound around two pairs of cores in parallel with the core, where the main coils are wound to a cross-in-square shape core where four closed magnetic circuits are formed symmetrically. The mail coil is connected in series so that flux due to the pair of main coils opposes the intersection of the cross-shape magnetic path mutually, the control coil is connected so that an induced voltage generated by the flux due to the main coil is canceled mutually, and a control circuit 5 is connected to the opening terminal side for supplying a DC control current. The magnetic resistance of the common magnetic circuit of the flux generated by the main coil 1 and that generated by the control coil 2 is controlled for varying the reactance of the main coil continuously.
