During power failure, only when a load of a car 8 calculated by a load calculation part 11 is ≥40% and ≤60%, a control part 1 performs control processing for actuating the motor winding short-circuiting means 13 so that the winding of the permanent magnet motor 4 is short-circuited, opening the electromagnetic brake 6, detecting an operation direction of the car 8, thereafter actuating the motor winding short-circuiting means 13 so that the short circuit of the winding of the permanent magnet motor 4 is opened, and driving the permanent magnet motor 4 so that it is in the operation direction detected by the operation direction detecting means 14 of the car 8 in this state.
