PURPOSE: To obtain an elevator control device which does not shut passengers in a car, even when car service becomes impossible at all floors, but can mitigate the unrest of the passengers.

CONSTITUTION: By a service floor cut determination means 5, 4, it is determined whether car service is impossible at all floors or not. When it is determined that the car service is impossible at all floors, a car is returned to an entrance floor or a specified floor by a return means 6. The floor is thus opened for a certain time. Information that a car is going to an entrance floor or a specified floor is given to the passengers by lighting a button 3 in a car for an entrance floor or a specified floor by a lighting means 7 for a destination button in the car.
