In a control device 60, an operating pressure of actuators 28, 30, 32 is supervised, a route of pressure fluid of the lowest pressure necessary for performing work is selected. Further, a discharge fluid containing energy is utilized by regenerating a fluid returned to an inlet of the actuators 28, 30, 32 or feeding the fluid through the suitable power change units 54, 56 and increasing a pressure to charge or recharge the pressure fluid source 12.
