The error correction decoder for executing error correction decoding processing of repetition number L times includes a first error correction decoding part for using a first decoding algorithm to execute error correction decoding processing of repetition number L1 times (L1 is an integer less than L) of encoded data, and a second error correction decoding part for using a second decoding algorithm to further execute error correction decoding processing of repetition number L2 times (integer of L2=L-L1) of the data subjected to data correction by the first error correction decoding part, and adopts an algorithm that can be achieved by a saved circuit scale even though calculation performance is inferior to in the first decoding algorithm of the former stage as a second decoding algorithm of the latter stage.
