To provide a film having a scratch prevention layer, which is obtained by forming the scratch prevention layer on at least one surface of a base material film comprising a cyclic olefin resin and which is excellent in scratch resistance, bending properties and durability when stamped and to provide a method for producing the film having the scratch prevention layer.

The film having the scratch prevention layer is obtained by: applying a scratch prevention layer coating liquid containing an acrylic resin, which has 10,000-50,000 weight-average molecular weight and 200-400 eq/g double bond equivalent, to at least one surface of the base material film comprising the cyclic olefin resin having 150°C or higher glass transition temperature; and curing the applied scratch prevention layer coating liquid. The film having the scratch prevention layer has 400 or more ISO folding resistance times at a folding resistance test and 0 piece as a scratch when number 0000 steel wool is reciprocated on the surface of the film having the scratch prevention layer by 10 times under a load of 100 g/cm².
