To provide a film manufacturing system capable of detecting uncoated portions, and a film manufacturing method.SOLUTION: A film manufacturing system 1 includes: molding equipment 2 that molds a molten resin into a sheet-like base material S; coating equipment 3 that applies a coating solution to a surface of the molded base material S; second stretching equipment 4B that stretches the base material coated with the coating solution; and infrared thermography equipment 8 that measures a temperature of the surface of the base material S from the coating equipment 3 to the second stretching equipment 4B over an entire portion in a width direction TD of the base material S.SELECTED DRAWING: Figure 2
