To shorten a working time by connecting one side end part in the width direction of a water expansive rubber seal material vulcanizably formed after extrusion, to coat a rubber system hardening adhesive on the cross section of a v-shaped clipped part worked from another side end part, and joining both the cross sections, then heating and hardening the adhesive.
A V-shaped clipped part 4 is worked from another side nonaquous expansive rubber 3 side in a condition, wherein a nonaqueous expansive rubber 1 is connected to one side in the width direction of a seal material A. A two-liquid type chroloprene rubber isocyanate system hardening adhesive and so on are coated on the cross section 5 of the clip worked part 4, to join a coated surface and harden the adhesive by heating, to form a water expansive rubber seal material having a planar curve part, thereby forming the seal material having a short working time and the curve part undetractive in flexibility and water expansion.
