PURPOSE: To eliminate possibility of giving an influence to a grinding condition due to a change of supply flow amount of liquid by forming an internal diameter of a supply liquid hole to a fixed value over the total length of the hole so that a bore of the supply liquid hole is fixedly provided even when an electrodeposition abrasive grain layer is worn in accordance with grinding.

CONSTITUTION: A porous base body 10, which constitutes at least one surface of conductive material to provide many communication air holes 12 from one side surface to the other side surface, is immersed in electrolytic plating liquid in which abrasive grains are dispersed. Further, gas is supplied from the other side surface to each communication hole 12 to conduct a current between the one surface and an anode, arranged in the electrolytic plating liquid opposedly to this one surface, while generating bubbles, and abrasive grains 18 are fixed in a single layer shape or multilayer shape by depositing a metal plating phase 20 on the one surface to form an electrodeposition abrasive grain layer 16.
