One leg 23 of the hanging device 21 is constituted of a lower leg formed integrally with the other leg 24, an upper leg formed so as to rotate with the lower leg, and a fixed pipe 27 which is slidably-fitted at the outer peripheries of the lower leg and the upper leg, always positioned at the lower end of the leg part to fix the lower leg and the upper leg so as not to rotate, and gets out of the lower leg when it moves upwards, thus rotating the upper leg.
