A heating roller 10 is composed of a surface layer 157 made of a prepreg material containing carbon fibers having a high tensile strength and a high elastic modulus, and a heat generating part 153 laid inside of the surface layer 157, connected to an electric power supply part 30 and made of a prepreg material containing carbon fibers having a high electrical resistance. A metal member serving as an electrode 20 for connecting the electric power supply part 30 with the heat generating part 153 is arranged in each end part of the heating roller 10. The electric resistance of the heat generating part 153 is adjusted by changing the thickness (the number of layers) of the prepreg member containing the carbon fibers, by changing the angle of arrangement of the carbon fibers between the prepreg materials to be laminated with each other. Further, the carbon fibers in the heat generating part 153 are uniformly arranged in the peripheral direction of the roller, thereby it is possible to uniformly distribute the surface temperature.
