The heavy oil reformer is of such a system that a mixed fluid of water and heavy oil under high temperature and high pressure is charged into a vessel and made to stay there to effect separation into a tar fraction of high specific gravity and light oil, the tar fraction is then ejected via the bottom of the vessel, while the light oil is ejected via the top of the vessel. In this heavy oil reformer, there are equipped a mechanism for heating the vessel's periphery and a nozzle for feeding air or an oxygen-containing gas into the vessel. In the reforming operation, coke formed due to local exposure of tar to high-temperature condition or the extension of its residence time, etc. is heated by a heater set up around the vessel, and air or an oxygen-containing gas is fed into the vessel, thereby the coke is mildly reacted and can be removed in the form of a gas.
