PURPOSE: To minimize disk access time concerning the device and method for optimumly arranging resources in an auxiliary storage device.

CONSTITUTION: An optimum arranging means 2 is provided with an access order acquisition means 9 for acquiring the order for the head of the auxiliary storage device to access respective resources based on the record of an input/ output recording means 1, resource arranging means 10 for calculating the arrangement of resources in the auxiliary storage device, inter-arrangement distance calculating means 11 for calculating a distance between respective resource arrangements concerning the resource arrangements calculated by the resource arranging means 10, head moving amount calculating means 12 for calculating the total moving amount of a head based on the access order to the resources and the distance between the resource arrangements, arrangement/moving amount holding means 14 for holding the minimum total moving amount among the total head moving amounts calculated by the resource arrangements and the head moving amount calculating means 12 and the resource arrangement, and optimum arrangement judging means 13 for judging the optimum arrangement from the arrangements calculated by the resource arranging means 10.
