To provide an image monitoring device and an image monitoring method, which reduce processing costs for detecting an intrusion object from video data, and monitor a video image efficiently as the entire device by preventing a moving body from being detected erroneously by the erroneous report of a sensor.

The image monitoring device includes: a moving image camera installed for photographing a specified place; a sensor means for detecting a change in the situation of the specified place; a display means for displaying the video image corresponding to the output video signal of the camera; and a moving body detection means for performing moving body detection processing for detecting the existence of the moving body in a photography video according to the output video signal of the camera, when a change in the situation of the specified place is detected by the sensor means.
