To provide a recording and reproducing device of an information recording medium capable of simply performing various management, such as rental fees and the lending and returning of electronic books in accordance with an access state.

Access information, such as the number of pages and fees to main information processed by an access information processing part 34B is recorded in a second UTOC (user table of contents) area of a disk 12. The main information is stored in a buffer memory 34A and output to a display device 40 or an I/F 44 after the access information is recorded. The access information recorded in the disk 12 is output when performing disk management such as fee charging in a rental shop and edited by an access information editing part 50A of a host computer 50. Thus, it is possible to perform fee charging in accordance with the access state. In addition, the access information is stored in a host memory 50B and is subjected to statistical processing.
