The key control box includes: an authentication means (S1); an opening/closing permission means (S4) which has a permission for opening/closing of an opening/closing door 31 when the personal identification is successful (S1:Yes); a presence/absence of holder detection means (S8) in which IC tag data are read by a plurality of IC tag data reading means 42 and a presence/absence of a holder 2 is detected after a door lock part 27 has a permission for opening/closing the opening/closing door 31; and an abnormality detection information storage means (S13) in which the undetectable IC tag data of the holder 2 determined as no presence/absence of holder detection means are collated with an access right stored in an access right storage means 48 and the authentication data read by an authentication means 32 are stored when the undetectable IC tag data are not included one or two or more of IC tag data corresponding to the authentication data read by the authentication means 32.
