To substitute a simple ladder for a traffic facility for inspection of a scaffold or the like required for a hold of an oil tanker and a bulk carrier.
The ladder is provided with a plurality of unit ladders provided with at least a pair of struts and at least one trap between these struts, connected to each other and made to a multi-joint shape foldable at a connection portion; and at least a roller leg at a lower surface side of the unit ladder. A rope is also laid on a hopper top part round rod similarly to an upper round rod by a pole and a rope end is tightened to a step, approaching closest to the round rod, of the unit ladder laid on a knuckle part. The ladder is pulled up and thereafter, a drawing rope is drawn and the ladder is pulled to the knuckle part. After pulled, the rope is tightened to the step of the unit capable of reaching the hand from above a tank top. When the ladder is descended, the drawing rope is previously released. Inspection work is performed by the above procedures.
