CONSTITUTION: A control angle θ is obtained from a direction angle and inter-vehicle distance ΔV obtained by an processing device 48 from the positions Q1 of the head lamps 18, 20 of an own vehicle 10, the position Q2 of a camera 22 and the boundary position (cut line position) Q3 of the light and dark parts of light distribution for preventing glare to a preceding vehicle 11, and an optical axis is moved vertically according to the control angle θ.
