PURPOSE: To apply a thick and even film lining on the outer surface of a tube by sprinkling a lining material thereon reciprocating the tube radially while it being rotating supported by a shaft after the intended tube or the like is heated.

CONSTITUTION: A tube P is entirely heated and is being turned supported on a rotary support base 14. At the same time, devices 24 and 25 are operated to arrange a hopper 3 at a proper position on the tube P. A cyclone 6, conveying devices 13 and 12 and a cylinder 22 are actuated while the shutter 3a of the hopper 3 is opened A lining material 26 in the hopper 3 is let to fall on a chuter 21 reciprocating along the length of the tube P through the opening of the shutter. Then, it falls on the tube turning, melted and attached to the outer surface of the tube to form a lining film layer. The reciprocation of the chuter along the length of the tube P allows the formation of an even lining film layer throughout the outer surface of the tube. Thus, there is no line-like stripe thereon as caused in the past, even if it is to be made thicker.
