This device is provided with a locking part 2 for restricting rotation of a wheel 21 by projecting freely to get in and out to the wheel 21 of a bicycle 20, and an operating part 3 for remotely operating the locking part 2 so as to get in and out through a coupling part 4. The coupling part 4 has a coupling member 12 for transmitting the operating force from the operating part 3. The coupling member 12 consists of a stick shaped member 13, a chain member 14 rotatably connected to a chain link 1a with a pin 14b, and a guide member 15 for guiding movement of the chain member 14. Moreover, throughout between the locking part 2 and the operating part 3, a hard protective cover 16 is provided, and an outer side of the coupling member 4 is surrounded with the protective cover 16. Accordingly, theft, etc., can be prevented by hardly cutting the coupling member, and the operating force from the operating part can be surely transmitted.
