PROBLEM TO BE SOLVED: To prevent an unlocking by a picking, and to quickly dispatch a reliable person to a picking site.
SOLUTION: Openings capable of observing the inserting section of a key in an internal cylinder 33 from the outside are formed on both left-right sides of an external cylinder 32 and the internal cylinder 33, the inserting section of the key is imaged from the left-right openings by sensors 71 and 72 and two kinds of image information are generated, the quantities of the features of each image information are extracted by feature extraction sections 81 and 82, each image information and the quantities of the features of each comparison image information in a comparison image memory 84 are collated by a collation section 83, and whether or not two kinds of the image information and each comparison image information coincide is decided by a coincidence decision section 85. The second lock is unlocked by the second unlocking section 87 when the normal key 51 is inserted into the internal cylinder 33 and two kinds of the image information containing the image of the key 51 and the required comparison image information coincide. The radio signal of an abnormal message is output from a radio transmission unit 86 and an alarm is output from an alarm output section 95 housed in another housing in the case of inconformity.
