A conductive rubber formation 1 formed of a rubber composition containing a rubber polymer and a 50-100 parts by weight of conductive filler, based on the 100 parts by weight of the rubber polymer, into a cylindrical or columnar shape is surface-cut by a surface cutting mechanism 2 using a surface cutter 3 to form a long conductive rubber sheet 4 having a uniform thickness.
