To provide a method for applying green concrete for forming a mortar layer with a sufficient thickness on the surfaces of a concrete block and a concrete structure.

While a mortar 12 is fed on the molding faces 2e and 2e of side plates 2b and 2b forming a form 1, a green concrete 11 is filled into the form 1. When the mortar 12 thus fed on the molding faces 2e and 2e is pressed with the green concrete 11 filled in the form 1, lowering speed on the molding faces 2e and 2e of the side plates 2b and 2b becomes slow or they are held at the positions. As a result, mortar layers each with a sufficient thickness are formed on the molding faces 2e and 2e of the side plates 2b and 2b.
