Abstract:
PURPOSE: To prevent overflow or underflow of a buffer in video picture communication by setting the number of bits from the condition of overflow and underflow of a coder buffer and a decoder buffer.
CONSTITUTION: A bit stream CODIEM generated from an input signal VIDN by a coder 10 is stored in a buffer 20, and then supplied to an interface 80. In this case, the upper limit of the number of bits Ei is decided according to the limit of the overflow of the code buffer 20 and the underflow flow of a decoder buffer 40 by a coder rate control unit 70, and supplied to a video coder 10, and the prescribed number of bits is removed, and this is transmitted through a variable bit rate channel 30 to the decoder buffer 40. This is temporarily stored, and decoded by a video decoder 50, and outputted. Thus, the overflow and underflow of the buffer can be prevented even at the time of using a channel at a manufacturing rate or a variable bit rate for the communication of an encoded video picture.
