Water volume time sequential data on a river network measured with a water volume data measuring instrument 104 is placed under control based on a river network water volume prediction data base 102 together with predicted water volume time sequential data computed with a river network water volume prediction simulator 103. When the data is displayed on a window 104 on a river network in a display means 101, a display switch over window 105 specifies a display method and the features of data desired to be displayed on a feature point change over window 106 and specifies the time of data on a time change over window 107 and displays the specified information data on a map of an intended river network of a river network display window 104 in relation to time and space and displays the meaning of the information on a display content description window 108.
