A twisting rubber-coated cord 38 (a tire constructional member) delivered from a cord production line in a twist-rotation state is twisted in the delivery direction of the rubber-coated cord 38 as a rotation axis at a rotation speed corresponding to that of the twisting of the rubber-coated cord 38, and is guided to the periphery 96A of the body 96 to be attached while rotating in the same direction as that of the twist rotation of the cord 38. Then, the cord 38 is winded around the periphery 96A of the body 96 while rotating the body 96 in the same delivery direction as that of twist rotation at a speed higher than that of twist rotation according to the delivery speed of the cord 38.
