To achieve further improvement in catalytic activity of a noble metal-transition metal alloy catalyst that is synthesized by reduction reaction by dissolving a noble metal component and a transition-metal component in a solvent, adding amine and an anti-flocculant such as a carboxylic acid to the solution, and also adding a conductive carrier and an organic solvent after reduction.
A method of manufacturing a fuel cell electrode catalyst made of a noble metal-transition metal alloy carried on a conductive carrier has the following configuration. The fuel cell electrode catalyst is formed by dissolving a noble metal component and a transition-metal component in a solvent and adding a conductive carrier after reduction so as to allow a catalyst component to be carried on the conductive carrier. In the manufacturing method, a weakly acidic functional group containing compound and a weakly basic functional group containing compound are added to a reaction system. Partially sulfonated hydrocarbons having a carbon number of 5-10 are used as the weakly acidic functional group containing compound.
