To produce pulp in high yield without using sodium sulfide and a high-temperature and high-pressure condition in comparison with a kraft method, and to recover lignin.

The method for producing the pulp includes subjecting ligneous chip to hydrophilicizing treatment at a normal temperature by using a diluted aqueous solution of sodium hydroxide, selectively partially oxidizing the lignin in diluted nitric acid to modify the lignin, and cooking the resultant product under a normal pressure by using the diluted aqueous solution of the sodium hydroxide to produce the pulp. The lignin is aggregated and fractionated from black liquor separated therefrom.
