PURPOSE: To provide a mobile radio communication system capable of reducing a load to a mobile station and a radio control station and reducing the traffic of a control channel.
CONSTITUTION: Each base station 12a1 to 12a12,..., 12m1 to 12m12 transmits a characteristic identification number A1 to A12,..., M1 to M12 in a state of a radio line. When an identification number received last time and that received this time are different from each other, each mobile station l3a to 13n learns and stores them so as to increase an adjacent strength value expressing a mobile frequency between adjacent zones. On the other hand, when the identification number received this time is not registered to the radio control station 11, each mobile station 13a to 13n selects the identification numbers of the single or plural base stations with high adjacent strength values, which belong to a zone adjacent to a zone where the mobile station is presently positioned, and registers the selected single or plural identification numbers and the identification number of the base station of the zone where the mobile station is presently positioned.
