Abstract:
PROBLEM TO BE SOLVED: To promote a shift to a pay-as-you-go system to a subscriber by suppressing a network streess caused by large capacitance traffic for a subscriber of a flat-rate system.
SOLUTION: The network switch comprises a statistical value collecting unit 16 for collecting a statistical value of total traffic in the past for each subscriber, and a transfer rate control unit 15 which selects one of a plurality of maximum transfer rates set to first to third stages at least in each subscriber according to the satistical value and controls a packet transmitted/received by subscriber terminal network equipment to be transferred at a rate lower than the selected maximum transfer rate. In this case, the first to third stages are shifted with increase of the statistical value and the maximum transfer rate is delayed to be recognized by the subscriber.
