PURPOSE: To provide a non-oriented nonwoven fabric having excellent properties as a sound-absorbing material and electromagnetic wave-absorbing material.

CONSTITUTION: Short fibers of ≤20mm long are subjected to wet paper-making process to obtain a nonwoven fabric. In the above process, the slurry is frothed, the paper-making process is carried out in a state containing the short fibers dispersed on the surface of the bubble and the produced paper-like sheet is defoamed and dehydrated. Since the obtained nonwoven fabric is almost free from steric orientation, there is no directivity of the sound absorption and electromagnetic wave absorption.
