A substrate 4 and a stamper 21 are superposed on each other interposing a radiation-curing resin 22 between them and, thereafter, the substrate 4 and the stamper 21 are rotated at a high speed. This radiation-curing resin 22 applied on the central part is spread to the outer peripheral part by the centrifugal force of rotation and, further, the excess radiation-curing resin 22 is shaken off toward the outer side and is removed from the end face of the substrate 4 and the stamper 21. Then, a transparent resin layer which has a uniform film thickness and does not contain air bubbles is formed by a uniform outward force in the horizontal direction by the centrifugal force of a high-speed rotation with a short time production process.
