PURPOSE: To arbitrarily execute an optical transmission of information to a moving body being in an area, by allowing the titled device to have such a directivity as the transmission range goes to elliptical along a path of the moving body.

CONSTITUTION: As for each light emitting block 5∼10, three pieces of light emitting elements 12 are attached, respectively, so that they have different and prescribed angles, respectively. Accordingly, for instance, the light emitting blocks 7, 8 irradiate areas 21, 26, the light emitting blocks 6, 9 irradiate areas 22, 25, and the light emitting blocks 5, 10 irradiates areas 23, 24. Each irradiated area 21∼26 is overlapped with its adjacent area, respectively, therefore, as a whole, a slender elliptical area is formed. when this elliptical area is formed in advance along a running path of an unmanned carrying car 1, as long as the unmanned carrying car 1 exists in this area, the transmission of information can be executed from any position.
