A POP creation device (10) includes: reception means (11, 16) for receiving instruction data including merchandise information and a POP layout transmitted from a server device; POP creation means (11, 152) for generating a POP image on the basis of the received instruction data; photographic means (18) for acquiring a sales floor image by photographing the sales floor on which POP should be carried; image synthesis means (11, 153) for generating a synthetic image by synthesizing a POP image with the sales floor image acquired by the photographic means 18; report data creation means (11, 154) for creating report data including the synthetic image; and transmission means (11, 16) for transmitting the created report data to the server device.
