A power consumption control device 100 which is in a predetermined area, is connected through a communication network to each household electrical appliance capable of measuring its own power consumption, and controls power consumption in the predetermined area comprises: a power consumption storage part 120 for time-sequentially storing the power consumption received from each household electrical appliance; a power consumption transition learning part 130 for learning a power consumption transition pattern in the predetermined area on the basis of the stored time-sequential power consumption; a peak determination part 140 for determining a peak time zone, in which a predetermined threshold is exceeded, on the basis of the learned power consumption transition pattern; a household electrical appliance information storage part 150 for storing control information for controlling an action for suppressing power consumption of the household electrical appliance in the peak time zone, in association with each class of the household electrical appliance; and a control instruction part 160 for transmitting an instruction to control the action of each household electrical appliance on the basis of the control information acquired from the household electrical appliance information storage part 150 for each class of the household electrical appliance.
