The control device 30 switches on and off simultaneously system relays SMR1 and SMR3 by supplying and stopping electric current to coils 11 and 13. The control relay 30 switches on a system relay SMR2 independently by supplying and stopping electric current to a coil 12. The control device 30, after supplying electric current to the coils 11-13 and having switched on the system relays SMR1-SMR3, tests adhesion of the system relay SMR3 by switching off the system relay SMR2 later than the system relays SMR1 and SMR3. Furthermore, the control device 30 tests the adhesion of the system relay SMR2 by the rising speed of the voltage Vm from the voltage sensor 15 when the system relays SMR1 and SMR3 are switched on.
