PROBLEM TO BE SOLVED: To provide a processing device, a sheet production device, a processing method and a sheet production method capable of quickly removing foreign matter if the foreign matter is included in sheet-like material.SOLUTION: A processing device comprises a fluff unit for making fiber at least in the vicinity of the surface of sheet-like material containing the fiber fluffy, and a particle supply unit for supplying particles having Mohs hardness of 2 or more and 5 or less to the fluffed fiber.
