To provide a protection circuit and a charging device that can reliably stop charge or discharge even in the case of a failure in a control section or protection IC or a program runaway in the control section.
Charging power is supplied to a battery BT when an FET Q2 is on. A charge control section 1 monitors the charging voltage, and when the charging voltage is lower than a threshold, the charge control section 1 outputs a pulsed charge output permission signal Sc. The charge output permission signal is supplied to a smoothing circuit 2, and an output of the smoothing circuit 2 turns on an FET Q1 and the FET Q2 to output the charging power to the battery BT and charge the battery BT. If the charging voltage is equal to or higher than the threshold, on the other hand, the charge control section 1 does not output the pulsed charge output permission signal to set the FET Q1 and the FET Q2 off. This stops charging output.
