The radio communication controller for performing two-way communication comprises a traffic amount measuring means for measuring the traffic amount of a transmission line for transmission/reception; a time division communication means for performing communication, in terms of time division with reception through the use of the first frequency; a frequency division communication means for performing communication by frequency division through the use of the plurality of frequencies; and a control means for controlling the frequency band width and the time slot which are assigned to the communication of the upper and lower links, based on the traffic amount which is measured by the traffic amount measuring means.
